How to Do a Usability Study With Static Images

I work in enterprise, big enterprise and trying to do a usability study or something with images that require me to basically make every hotspot imaginable for a potential interface. How do you do this with a static image? It doesn't work but Aksure you know this but everybody listening isn't familiar. You can pass variables across, you can do conditionals. I mean you literally could make which is sort of the pitfall I run into. This will be my longest interview yet but I think it's chock full of really amazing awesome content.
