Is Welfare for the Poor a Good Idea?
There is strong evidence that top-down approaches to welfare delivery work better than decentralised ones. But there are political tensions in federalism, as well as administrative and federalist tensions. A more centralized state would mean a local village will never be able to attract highly qualified teachers or doctors. The cost of this comes in the form of no social connection to the people who live far away from home.
