The Sandinny Convention of 2016 is a legal document and it's legally binding. It was signed amongst many others by the French state. Articles 4, 5, 6 and 7 require state parties to ensure both event organizers and public authorities provide a safe and secure environment for all participants and spectators. The review documents are 220 pages in scope with appendices stretched to over 2000 pages.
