Since the 1990s international student mobility became integral to many advanced western countries efforts to enhance national human capital. In theory a state can either can both lose or gain in human capital amidst increased international flows of talent so indeed this is the fundamental premise to notions such as brain drain brain game and global war for talent. The development of this education immigration linkage observed across various OECD countries represented these mature economies responses to the arrival of knowledge economy sometimes to the shortage of skilled labor.
