Ral bermar talked about, you know, the four phases of kind of indian politics, democracy. What i have not seen enough is kind of the implications for the state itself, i think. The sheer amount of underlying diversity and heterogenyt india means that it is easy to construct a kind of narrower group ased identities. This makes it really, really hard to build thei political consensus for investing in broad purpose public goods.
