The Veto in the Roman Republic
Veto first appeared in the early roman republic constitution. Two executive officials, two consuls, were granted right to veto each other's actions. The arrangement was designed to curb the exercise of arbitrary authority that had occured before with the monarchy. Now how did it become part of the american system?
