Every vehicle is rated by the federal government for what its miles per gallon is. Multiply miles they've driven every year by miles per gallon of their vehicle, and you come up with how much gasolene they burned. Then you base the subsidy on that and say, hey, if you're burning a thousand gallons a year, then you should get a bigger subsidy. If you're only burning a hundred gallons a year,. then you get a smaller subsidy.
