Mississippi Voting Rights Act - Is This a State With a History of Racism?
John Avlon: Jackson is a city in a series of crises. It's probably the murder capital of the United States with 153,000 people that many murders,. That's a real problem. He says Mississippi would have to submit any changes to its voting laws to either Department of Justice or three-judge panel for approval if it had gone through normal process. Avlon: Voters don't get to say, people aren't elected, it's unilateral act on the part of the state.
