Sarah Binder: I want to put together a class that really pulls together. What we will read is not decision law necessarily, unless it's maybe some common law decision That needs to be read. She says excerpts from the Federalist Papers or letters between them show what it was that was in mind for each of these provisions when they were put to paper. And also, you know, excerpting, here's how the Virginia Constitution had already handled it at the time.
