What Landlords Have a Responsibility to Provide?
In england at least, there's no requirement for a written tenancy agreement. What landlords really need to provide is that quiet enjoyment and right to live without harassment. Landlords must also be able to demonstrate that the property is safe and secure for them. If you rent a room in a friend or relative's home then you're a lodger - they have fewer rights than private tenants.
