Is There a Bias in How the Laws Are Enforced?

If there's a bureaucracy the benefit is that you can just like fire the guy who is running it if you think he's not enforcing it correctly and replace him with somebody who will enforce it more appropriately. Whereas with the judiciary if it just like dozens of different judges like having independent opinions on how this should be enforced there's nobody who's responsible for making sure they do their job properly. The court actually makes it hard to change laws because any given change in the provision you don't actually know what the effect of it is until someone files a lawsuit referring to it, so we're going to have to wait till some lawsuits make their way through the courts.
