Is a Residential Lot Residentially Zoned a Wetland?

The Clean Water Act prohibits the discharge of pollutants into so-called navigable waters. But EPA and Army Corps began interpreting that term incredibly broadly in the 1970s. The court, importantly, couldn't reach a consensus as to the appropriate test for wetlands jurisdiction.
