Make sure that you're at a company where you want to stay for a little while. Then sit down with your manager, and make it very clear that your goal for the next roll is to be in people management. And then talk to them about the specific things you can do to get there. If you still not in love with this company, even though you thought you were when you started, if you jump into the manager role and you stay there for six months or so, then you can take that manager title pretty much anywhere else that you want to go.
