The visa was designed not to block, but to hunt. France is normally viewed as a country that's very pro worker when it comes to firing workers. California has at will employment. It's often credited with one of the reasons why companies can be so dynamic. But i can tell you that it's nowhere close to france's dream of what a happy society looks like.
