I think what you can see is the degree to which actually Putin has become more and more personalistic over time. More and more authority is vested in the body of a ruler who is also increasingly absent. I can't help but keep going back to the Lord of the Rings parallel. Once mighty mortal human kings now transformed into these vengeful and vindictive wraiths that are just extensions of Dark Lord Sauron's will.
