With fraction reserve banking, the bank doesn't actually keep the money in the vault. Bank of America has about $22 billion in life insurance cash value more than they're actually putting in real estate. The sacred account is guaranteed against lots contractually because the money is there and it's allocated. You do technically have that with a bank; you have FDIC insurance.
