In theory, Chinese business groups are supposed to carry out government industrial policy and economic development. But in the real world, this is a significant challenge because individual business groups comprise hundreds of companies. The state's grasp on them is often tenuous, as seen by a wave of state-owned companies that theoretically are supposed to make things getting into real estate speculation.
