The Frederick was to be the last of David Hoy's 96 vessels built at McQuarrie Island. The master ship builder would teach convicts how to build ships over the final few years of the penal settlements existence. Arthur wanted the half built ship to be packed up and completed at the new Port Arthur facility, but the message was either missed or ignored. It was decided that a handful of sailors and tradies would be left to finish the job and then sail the new ship over to Port Arthur. This group would be guarded by four soldiers and directed by Tor and Hoy and their man servants who were convicts.
