Robespierre's Republic of Virtue

Robespierre said that the mainspring of popular government in peace time is virtue. But amid revolution, "it is at once virtue and terror," he says. He refers to the terror as the steel that glistens in the hands of the heroes of liberty. Robespierre delivered this great speech just before he took a month sickly from public stage.
