Carlis: There is a very explicit part which says you're not allowed to overtake the leader. He has overstepped in the past and not been penalized for that either. I think clerk did deal with it quite well by effectively, like, running him fully out of track,. But it would be pretty straightforward, wouldn't it, just to say re starts must be single file?
