I tend to look at this through the lens of decision making, right? I see governments as being just systems that aggregate the preferences of individuals. John Steinbrenner's sensibility was not that people were having these sort of micro motives that produced macro behaviors but rather that the world is too complex for us to understand. And so my work has traditionally focused on how those structures and norms and practices aggregate preferences to produce outcomes.
