The Nuclear Taboo
The idea of the nuclear taboo has been around for a while. Rubal: Now there's at least some politicians and military personnel thinking about what it would mean to repeat that in the sense of using nuclear weapons. He says surveys show members of the public are more down than we thought to use a nuclear weapon. "To a degree that matters, I don't really know because they're not going to be making these decisions," he says.
