Is It a Suicide Bombing?

In Istanbul, a bomb went off in almost the exact same place. That was blamed on TAK or Taka kind of offshoot of the PKK. This time there's the blame initially on woman, right? What evidence is the Turkish state putting forward to blame the YPG for this?
