Homosexuality was still a crime in India at the time punishable with prison sentences. There were also repressive laws on vagrancy and obscenity which were used to stop men meeting in public places. Pawan had been brought up in Kolkata, the capital of the state of West Bengal. He says that by the mid 1980s there and in other Indian cities things were beginning to change.
