I don't think in conventional political language, it's a leadership role, but you're saying it is. To cling to the idea that it does all of those things whilst remaining some kind of traditional civil service backroom role,. I think is quite clearly untenable. You could say that there's another question here which goes beyond civil servants taking the evidence and then putting a gloss on it - turning it into an op-ed. In an age where evidence itself is under attack, explicitly under attack, to be the evidence base of a service is an affront to some types of political leadership, right? So that presumably is just inherently more political now than 30 years ago.
