There was a debate of whether more mental buildings, burial mounds, whatever had to be kind of top down organized by the exploitation of others. But I think this is not what it's meant. There do seem to be some cases where people are communally coming together to build those kinds of monuments. If you like Newgrange, for example, roughly contemporary, that seems to be very much an elite dominated thing with a specific family at its center.
