What Do People Deserve When They Are Born on a First People's Reservation?

Expectation that when we play a game like cosmic ancounter, one of the great board games ever, the very first move is everyone is given a different card. It is expected that the cards will be randomly dealt it is not expected that different people will be given different cheek codes. People get what they deserve based on an unfair application to begin with. So how are we ever going to get to a place where there is a mutual understanding of what it means to be fair?
