Baldwin initially opposes the National Labor Relations Act. By this point, his IWW inflected skepticism towards state power has more or less fallen by the wayside. Even the AFL was coming around to the view that in a modernizing industrial economy, some sort of state power, a thumb on the scale for unions was necessary.
