Ulysses Simpson Grant was not a perfect man, but he seemed to genuinely believe in legal equality for black people. The KKK continued to raid after the disastrous 1870 election during which the Democrats lost again. And the violence was eventually too much for the president. In April of 1871, he signed the Civil Rights Act of 1871 into law.
