Decklan garvey: I don't like this on every which way. This is a form of government largesse aimed not at america's struggling classes, but aimed at the class of Americans who do better than virtually anybody else. The legal reed for thiss is pretty darned thin and rooted in covet emergency powers. We're going to talk about this on advisory opinions. But aside from that, it's just hard for me to see anything other than a giveaway to a key constituency before an election right before an election.
