A big concern in America is that china, may i impinge on free speech in america by using the kind of economic power it's accumulated. He says sanctions never work; countries will not change their behavior just because of sanctions. And quite often, sanctions have the opposite impact, he adds. If you want to get the chinese to agree on some set of rules, ordos and dones, what you do across borders? I would talk to them and figure out a set of rules - reciprocal.
