The Florida man is a play on the way that newspaper headlines are written, where it's just like some guy did a weird thing. The running joke became that this was all the work of one individual named Florida man and that all of this wild behavior could be attributed to Florida. And so it always describes them as Florida man, but the impression that it creates is that Florida is this colorful lawless swamp.
