The 50% Cap on Social and Educational Backwardness
The Harkand has recently passed a bill that has raised their quota from the already above 50% to 77%. There are multiple other states who are trying to do this. Professor Deshpande, as you said, this does open up room for them. And finally, it makes it clear that reservation is no longer a special tool meant to address discrimination, but it can be used to address all forms of backwardness, disadvantage and so on.
