Command Versus Control - Command and Control

Command versus control: You can be in command and not in control. Expertise is domain specific. A helicopter pilot is not going to tell a doctor what to do or vice versa. It's a trust issue when you see commanders who make decisions at a command post about people who are at the crisis site. And I think that's probably more for larger agencies at the outset of an incident.
