"I'm encouraging us to think not in terms of a solar array here or an electric police car there," she says. "How do we capture and store that water in the soil in cisterns? How do we install gray water so that our sewer treatment plant doesn't, isn't processing water that it shouldn't be?" She adds: "It's just a new way of thinking for us."
