The Different Headdresses in Mesoamerican Cultures
There are technically 17 that we consider to be colossal heads. One of them is somewhat of an outlier and may have been produced quite a bit later. It's hard to say whether it was commissioned by elites in the area, whether it was made by a different group of people that were trying to harness this elite tradition. That's all conjecture but if you ask most people they will say 17 heads.
