We Expect More From Our Institutions
David Frum: It's easy to get caught up and think, if we just re work the institutions, everything goes back to normal. Or we can fix the problem just by tinkering with the way that these are designed. We generally expect more than that of elections. People do have some sort of choice. Even within these political systems, even within our electoral system, people have the ability to vote different ways if they really want to.
