Development Only Begin When Extreme Poverty Is Eliminated
i would argue that in the last 20, 30 years there has been a strong effort to focus on extreme poverty. And this arbitrary line between low income and middle income countries is is, as i said, arbitrary. But not only arbitrary, and you can't find any sensible equationsht really back them up, but but stingy, incredibly stingy. I do not accept, and we've discussed india already, i do not accept that the countries in africa that are currently preparing graduate from concessional finance are somehow no longer poor. That's what i mean when i say we needn't move on from this kind of obsession with extreme poverty and start to talk about convergence. Start
