Grace Hopes

Paul tells us that the grace of God has appeared bringing salvation to all men. What this passage means is not that every last person is saved. It's teaching that God's grace in Jesus Christ has impacted all kinds and classes of people as illustrated in Titus' own congregation. He could have added what he adds elsewhere in Galatians and in Roman.
