The Soviet Union and the Nazis

In my opinion, keep killing your people. Where's your empire now? We don't know because they're all dead. That is a good point from that level of control. It's not always the heroes coming from the outside to destroy it. Sometimes it just collapses. And speaking of the Soviet Union, they're also the poster child of control of information.
