Is There a Non-Explanatory Kind of Knowledge?

In his book The Beginning of Infinity David Deutsch talks about two kinds of knowledge, explanatory and non-explanatory type of knowledge. He says there's a biological kind of knowledge which is instantiated inside our genetics that makes us act in certain ways. And the other kind is explanatory knowledge which people create as he says. When we speak of knowledge what we speak about is useful information. It's the information that solves a particular problem for an organism.
