In general, all archaeological remains are protected in the United States. If it is on public land and you disturb it, it is a felony. There's different amounts of fines for different types of artifacts. Some states allow arrowhead or artifact collecting on public property if it's part of an erosion. But that's state by state basis so I would rather just leave them behind.
