Is the Brain a Computer?

People who come back from being brain dead imply that there was always some, i don't know, static electricity that was available in order to maintain state. If we think of the brain as a computer, then, you know, when the computer is turned off, all the stuff is still there, but the soft ware isn't running your not able to be done.
