Public university construction would enable wider groups of people to access higher education. This type of education provides individuals from the non-elite background, particularly women. It provides them with an opportunity to access knowledge, skills and qualifications that can help them overcome their socioeconomic barriers. According to the World Bank recently in 2021, only 19% of women participated in the labor market.
