The End of the 90s
Saddam Hussein was restrained by sanctions and his arsenals were essentially what you'd expect for somebody who doesn't have the means to build them because he's under such restrictions. He hadn't come clean on any of the weapons of mass destruction provisions of the ceasefire we can get into that later. So at the end of the 90s where we were was Saddam was preparing for breakout but couldn't do it because he was still restricted. And then comes 911. There's this feeling that I think everybody had that we've been dealing with the problems of the Middle East as a fire brigade deals with a fire.
