I think civil servants are ministers finally increasingly difficult to understand each other. The nature of some of the way the ministers are thinking at the moment I think they genuinely find it very difficult to imagine how a civil servant can be impartial. It is understandable that if you're a minister it's quite a lonely job in a department with a massive number of civil servants, he says.
