Justin Amash: The 20 holdouts are not, I mean the instinct to say they're hyper ideological, but they don't seem to have any ideology at all. They're hyper tribal. What a lot of them want is the ability to bring legislation and amendments to the floor. And these are the same people who will tell you how important democracy is and then they'll applaud the omnibus that passes with no one reading it. That's what drives me crazy.
