The Romans created the tribune as a form of political power. The law concluded in these words, whose vagueness powerfully aided the future progress of the tribune ship: No magistrate or private person shall have the right to do anything against a tribune. Another important step was the integration of the plebeians into the legions. Those who could afford to ride on horseback were called equestrians and represented some of the most valuable fighters in battle.
