The Soviet Union's Use of the Operational Level

I think that the US focus on attrition in terms of body counts from Vietnam onwards is really a symptom of this. And of course, there are some other examples. The maybe also something we've seen in Vietnam was a story about the kill counts which some commander felt were very important. Absolutely. But there is something which I wanted to ask because it counts up as your book. If you talk about the Soviet Union using the operational level, not only the Soviet Union but Soviet military officers used the operational level as a sort of metaphorical space where officers could discuss issues  in a non-political way.
