The idea that Indian Sandalwood needed protection began when the Indian Sultanate designated it as a royal tree in the 1700s. The British were very interested in trade, right? It was the British East India Company that won this battle. And so any kind of monopoly, a forest product or any other kind of wealth of the state would certainly be something that they were interested in maintaining.
